How far does 'local' area extend?

HI,
We have a buddy who says he is receiving his Denver locals (not distants) in his second home in Phoenix. I thoght that locals were spot beamed to an area and that the area has limits. But, I really am going by memory and assumptions (both totally unreliable!). Does anyone know specifics about how locals are broadcast. It's time I understand this a bit. Thanks!

Right now Denver Big 4 (ABC, CBS, FOX, NBC) are CONUS (whole US) so yes it is possible

Any channels without an "s" in the transponder information are available to the entire footprint of that satellite (the entire US in most cases).
