I currently have a 36" Fortec Dish with BSC321S LNB and a Pansat 2700a Receiver.
I getting only about 30% picture quality on Transponder 11966 22.000 I called an installer and he states that the best he could ever get is 50% what do you guys get?

With the 30% signal quality is not stable, for 36" dish you should easy get over 75% signal quality on that tp, I can get it over 70% with 75 CM dish from Dallas, Tx. Try rotate your LNB to the left or right it could increase or decrease your signal, depend where your location.
 
I'm located at 44011 in ohio and the installer states that the best he could get is 50% but now i have about 30% and sometimes 10%
 
i'm in indiana (about 50mi n/e. of indy), using a fortec 39", invacom lnb, coolsat6000, and i'm getting a quality of 97 on that transponder.

Check out this thread from last year, 11965 was one of the problem transponders. It never did re-bound to its previous levels.

It's raining here (just north of you in Ontario) so all my SQ levels are down, but around 30% - 35% sounds about what I was getting on my Pansat 3500SD last time I remember checking. Pansat meters and other receiver meters vary greatly on SQ levels, so unless someone has the same receiver as you, then you can't really compare their levels with yours. I would imagine that the meters levels for our Pansat's would be similar in SQ strength readings.
