Is my splitter bad?

I have two HD directv recievers with one standard roof mounted antenna using a standard cable splitter at the antenna, then each line combined with its own satellite cable to each tv, then separated by splitter to the receiver rear antenna and sat hook up. (with multiplexer/demultiplexer)

One receiver gets all my local OTA digital channels with plenty of signal 85-100 percent and the other one does not get good signal with 1/4 of those signals, some of which are important (ABC/PBS/NBC).

Do you think its the basic antenna cable splitter? Both sets of lines are good, the combiner/separater splitters are good.

Who makes the best standard splitter for this type of situation.
