Is talking about using VPN to watch overseas TV considered hacking?

Just wondering, is discussion of using a VPN to watch overseas TV (e.g. using an Australia VPN to watch 9Now) considered hack talk?

Okay, I'm just going to assume it IS hack talk & not discuss it. I doubt anyone on here is from the Land Down Under anyway.
