A more complete answer is that the Pittsburgh local network affiliates got tired of people watching ABC, CBS, FOX or NBC from other cities and not watching the local Pittsburgh advertising on KDKA, for example. In other words, by allowing the satellite companies to bring in competing network channels, the Pittsburgh stations were losing audiences. So they got together with other network affiliates around the country to lobby Congress. The result was a new law prohibiting satellite companies from allowing you to get stations outside your Nielsen "Designated Market Area". I think it stinks too, but it's the law.
