Locals Only from Dish

My father-in-law is 93 years old and wants to receive "local channels only" on his dish network 301 receiver.

Can he do that? Would the cost be $5.99 + $5.00 for the access charge?

It is now 6.00 for no basic pack. So it would be 6.00 + 5.99 =11.99 a month .
