Must have 2nd dish question?

I just noticed on my guide that I have 2 "local" channels that I am not able to view. There is a message that comes up saying that I need a 2nd dish to view these channels and Dish will provide one free. I was told that I did not need the SuperDish to get my locals. Why would I need another dish to view 2 of the channels in my locals package?
 
I'm gonna guess that you are in (or are receiving) Louisville, KY locals. If so, WKMJ (PBS) and WBNA (Religious) are on 61.5, not accessible with a SuperDISH.
