OTA Tuning problem in LA - Fox 11.1 (65)

I'm having a problem tuning to Fox here in Los Angeles. Fox digital is 11.1 on frequency 65.

The channel shows up fine when scanning for local channels. Testing the signal strength on this channel always shows at 96-97. However the majority of time I actually try to watch this channel, I get nothing both the standard not available notice. At the same time, using my set's built-in OTA tuner, I can received the channel perfectly with a little table top antenna.

Any ideas?

Something must have changed in their digital broadcast. I noticed that it was missing for the first time last night around 5 PM PST. This morning at 4:30 AM PST it (11_1) was on, but channel 4_1 wasn't broadcasting.
