Pennsylvania slots, will they work as intended?

As most Pennsylvanians probably know, slots are now legal in PA. Of course getting a new governmental "slot" agency started is taking about as long as it will take for the polar cap to melt. The official purpose of slots is to decrease/eliminate real estate taxes. Like most states, PA has what could be construed as a pretty unfair system, where you pay based on 'how big' your house is. Of course that's oversimplifying but you get my point. Your income is totally not relevant. What your house is assessed at is gospel. So if you've worked 30 years to pay off your house and are now going to retire on minimal funds, it doesn't matter that your income as gone down, you still owe ever increasing tax! Very unfair.

I don't follow every aspect of the implementation but do know that soon the licences will be given out and there are approvals in place for different manufacturers of slot etc. Most recently I've read reports that they are hoping for each of us to save a few hundred bucks on our taxes. To me, that's a total waste. You should do it ALL or nothing! While I don't look forward to losing my tax deduction, shifting the burden 100% to gambling would make my wallet feel a lot heavier should this all actually occur some day. But of course you and I know the real estate tax can't go away because even the proponents of gambling have told us that gambling isn't enough.

Though I dont understand it and was hoping someone can explain it to me. PA will have one of, if not THE highest gambling tax (50-55% of revenue, I forget which). So how in the world can you take a 50% tax on a totally new revenue stream and yet NOT be able to get rid of real estate taxes? Can an economist explain that one to me? The only thing I can think of is that the total revenues aren't enough to support that elimination. Assuming I'm correct :), then why even bother? it's just a waste to do this half assed and give us something that is very likely just a tiny band aid which will probably just create more problems than it solves. (like putting stop leak in a radiator, you know you'll have to buy a new one someday and fix it right because all that does is clog it up more!)

For the record: I do like gambling but dont like the lame excuse they gave to approve it in this state. Also to the folks that say 'gambling is the demise of everyone' ....well...we are all responsible for our own actions. No one is forcing seniors on a 500 dollar social security check to go gamble it away every month. Also I don't see PA becoming one big Atlantic City slum because apparently a lot of these casinos wont be in downtown areas, but rather the suburbs and outlying areas. While yes, there's crime in the burbs, it's not as 'easy' access as downtown AC is to all the troublesome folk.

I'm sure other tax elimination plans will be mentioned here eventually but I wanted to start out with the slots and their effects initially.
 
I hate the entire idea, and I am in PA.

They artent JUST passing a slots bill the surtrounding states will go to full table gambling befoe the slots get here. so pa will have to have full gambling too.

I bet against friends and once won a $50 meal off dan collins:) Will drop 20 bucks occasionally. But it doesnt fascinate me, so I wouldnt overdo it.

Sadly too many will lose too much, but the politically connected will clean up big time:(

Around pittsburgh the $ is going first to the airport, since its losing money since us air downsized, then funds for a new hockey arena, possiblt some to pay for the forever money loser convention center, then and only then a little for property tax relief/

To give you a idea a 100,000 house tax ios about 3 grand a year. houses are way cheaper around here so a nice house is perhaps 200,000 6 grand in taxes. old folks are losing their home.

they should of increased the state income tax and increased the sales tax and done away with the real estate tax altogether at least the school part.

Teachers here are approaching 100,000 grand a year plus awesome benefits. thats overpaid if you ask me, the average resident makes 38 grand a year last I heard.

Rendell needs to get a real job, and doesnt he look like a mob boss?
 
I'd love if they killed the real estate tax and just extended it to "everything." The only thing that could kill me would be if they taxed the medical expenses my insurance company paid for me. otherwise, heck, I'd have to spend over 50K x 6% to even approach what I'm paying in real estate.

Thing is, sales tax is controllable. Real estate isn't. I can voluntarily cut down what's sales taxable. But moving really isn't something that most people want to do to avoid taxes.
 
They sure move for other reasons the population of the pittsburgh area is off by about 1/3 in the last 30 years. thats depressed home prices a lot...

i really dont like living here anymore either. winters long dark cold snowey days suck. have nearly no family here, but me and my wife are deadlocked on where to move. I would love central florida, warm sunny, beaches and fun. true the occasional killer storm....:(

My wife will only move where she already has family, and no family in florida.

I advocated we rent our home here or leave it vacant for awhile and rent in florida to try it out. that way if we miss pittsburgh we just move back. if we like florida we return and sell the house. my wife hates this idea too. and wants to buy a mansion wherever we move. I want something nice, but not too pricey why have a big mortage. jen is 14 years younger than me, thats a lot, so we look at things differently.

I am 49 and maybe just need a change of pace. why work all year to vacation in a area you could live in? I have a close friend in his 70s, if something happens to him it may move me off top dead center
 
I am in Erie. Have you heard about the off the record of members of the new gaming commission. One was so drunk, he dangled his live-in hussy out the 3 rd story window and dropped her to her death. Two others have been rained in on other criminal charges. This is certainly the Rendel Administartion in action.
 
I heard about the dropped woman. Not good at all. One of my friends just joined over there but i dont talk to him much anymore since he did. I'd love to hear the dirt going on.

And if these slots dont pay just as well as atlantic city, i'll still be driving a few hours and so will others. Gamblers aren't stupid :)...most of them

My BEST friend is 73, but I have LOTS of friends. My best buddy is more like my adopted dad... friends since about 1972.

I have a large group of friends these days, help with a inner citys minestries, going to volunteer with habitat for humanity this spring. Was very active in a support group for people going thru weight loss surgery, till our surgeon moved and the group collapsed. Still a volunteer moderator for obesityhelp.com. have a full and busy life.

Maybe its being 49, but as I get older I value life more:)

I dont drink for much the same reason and witnessed as a child a drunk neighbor nearly kill his wife, he died of cirossis of the liver. Drugs are BAD, my next door neighbors son ripped off his entire family at 23 he is looking at 30 YEARS in prison for weapons charges.

Honestly I dont need anything like these to have a good time, I am a practical jokester, and love working people over.

There was a plan to broaden what is taxed and lower the rate to 5% , that would of eliminated school property taxes. Why was this killed? Of course Rendell and his gambling buddies didn't like it, neither did the reps from Philly and Pittsburgh, thats because they already have a lot lower of a tax burden for what they receive than any other placer in the state.

Our state income tax rate keep going up and up to bail out Pittsburgh and Philadelphia from the finacial messes they get into by electing the same leaders over and over again. John Street should be in jail right now , instead his city is bleeding the state dry, and so is Pittsburgh.

Than these pricks has the nerve to vote themselves a pay raise. Rendell must go and so should most of the state reps.
 
Well hopefully former mayor tom murphy who cut a sweethear deal with the firefighters will be put away a LONG TIME!

His relection dicey he promised get me reelected, and no job cuts whoile I am in office.

Nice 6 by 8 cell would be a nice vacation home for him, 10 years ought to be about right:)

He pushed plan B sticking the taxpayers with $ losing stadiums and a convention center that will never cover its costs to run. Too small they now tell us. It could of een 30% larger but the nixed that and sold the land:(

I am a huge practical jokester, have a good many friends and multiple wives:) my wife is friends with all of them I help with various things like home repairs, a inner city minestrie program in the projects, a couple are old girl friends, and am looking forward to habitat for humanity this summer.

all very innocent but fun, no i am not getting any!
 
I heard a blurb that because of all the other issues, property tax relief is on the back burner. I guess they think that the slots will placate us enough. did they forget it's an election year?
 
the state legislator is a complete waste, a general housecleaning of that disconnected corrupt group is sorely needed....

espically that rep from bradford woods who stood firmly behind trhe pay grab. he needs to go to jail after attempting to buy off the fellow running against him

offered to get him a plush 40 grand job.

the problem here in pa is they run on different party tickets in the elections. they win and go to harrisburg, close the doors (literally), and run the place like its a good old boys club.

first place id start, slash it to 67 reps, one for each county. combine the senate and house into a single unit. a true unicameral legislature.
pay them $100,000 per year, period, no travel, no per diem. maybe a state car.

4 year terms, staggered, and two term cap.
 
I know the boys down here in WV are nervous. Lots of PA residents hit the slots near the borders and with PA getting slots, they fear their revenue will dry up.

So now they want table games. Which I really don't have a problems with since they are more of a destination type.

Before the legislature passed laws in 2001 to Reduce, Restrict & Regulate we had video poker in almost every corner bar and the dog and horse tracks had slots. Well the legilature did not like all the illegal gambling going on in the bars, not because it was illegal, but becasue they weren't able to tax it.

So they passed a law to limit machine to 5 in any one bar (10 in fraternal organizations) and they had to be hooked up to the lottery's central system. So these corner gambling dens started popping up everywhere. They all had names like Pink Flamingo or other name that made you think of Vegas since they couldn't use any reference to gambling in the name.

Well the legislature put an end to the Vegas inspired names. Do you think that helped. No. Now all of them are named after women with a 's. So if you are traveling in WV and see a bulding with a sign that says Pam's, or Lisa's or Mimi's, they are little slot dens.

And as I mentioned before, fraternal organizations get 10 machines, so we now have chapters of the most random fraternal organizations you can imagine. Membership will cost you a buck a year.

I hope PA doesn't end up like WV. Some of these people get paid and go straight to a slot den and there goes the paycheck. I have no problem with gambling and do so in the appropriate location such as Vegas. I can spend hours playing blackjack. But I set how much I am willing to lose and don't deviate from it. Some of these people who go to these easy to find, easy to get to locations just have no self control. It is a shame what happens to them.

i really think the places like MOUNTAINEER and WHEELING DOWNS will be ok.
 
Table games will arrive in W Va, right before the PA parlors open, immediately after that table games will be approved in PA.

Its going to RUIN so many lives:(
