Do channels have restrictions on what kind of content and programs they can show (I know a kids channel can't show anything unsuitable for kids etc), but like do MTV still have to play music videos at all?(I know they do in the mornings), or can channels show whatever they feel like showing? Also like INSP and Family Net have completely moved away from being religious channels now with classic shows, are there no rules for what they can show?

The FCC or any other government agency has no control over the content of cable channels. There is nothing at all that says Nickelodeon can’t show Eyes Wide Shut completely uncut at 3PM on a Tuesday afternoon. The cable networks self-police as not to upset or offend viewers which would in turn upset advertisers.

Why would any agency care if MTV doesn’t play music videos or Insp doesn’t have religious content? The only thing that could come into play is if Insp or Family Net were classified as public interest channels and Dish and DirecTV used them in their government mandated 4% count. These are private corporations using nonpublic airwaves, the government has and should have absolutely no say in what they can air.

There is the unwritten 10PM rule, where you’ll find stronger language and nudity on cable channels. IE most of FX’s original programming, Comedy Central with uncut Roasts and the South Park movie. Hell, years ago on MTV 2 I saw the complete uncut version of Metallica’s cover of Bob Segar’s Turn The Page that featured full uncut frontal nudity of porn actress Ginger Lynn getting assaulted. As long this doesn't air on over the air networks, there is nothing that can be done.
