There is also a live webcam from the ship: http://www.navigon.net/sl/

The FCC has not approved the launch as of yet. DirecTV sent comments to the FCC regarding interference concerns at 110 W.

Once it is up, how long does it usually take before it is active and broadcasting usable signals?

I think it is normally 4 to 6 weeks, providing everything tests ok once it is parked in it's slot. Once in orbit Lockheed Martin will start running tests on it. If everything is OK they will pass control to Echostar, who I am sure will do their own tests on it.

Dish has been known to move sats around after they are launched to do testing at other locations.
