Can one ignore the declination angle setting and add it onto the elevation angle when doing the settings at one,s location.

If you are going to use a fixed dish, then all you need to know is the elevation and azimuth. If your dish is going to move from one satellite to another, the declination angle will allow for the dish to track the orbital arc correctly. Have fun.
