SHVRA and NM Locals

Does anyone have any new information regarding the SHVRA and the ability to get in-state programming? I live on the border of Texas and am forced to get Amarillo locals. The problem is that they are in SD, not HD.

I read that the amendment to allow reception of in-state programming was dropped. Is that correct?

If so, is there any word when Dish will add Amarillo to its HD locals list?

Lubbock only has SD locals, I presume that's all Amarillo has, too.

I've mentioned it before, but Lubbock isn't even within one of the spotbeams on the new 129, our SD locals are spotbeamed on 110.

Clovis area should be able to get the Albuquerque spotbeam off 129. It bleads over the TX/NM line a little bit.
 
I have family in Des Moines NM that changed their service address to a Raton NM Address and it works for them. If ya have family or friends in Albuquerque's DMA, user theirs...
