On July 17, 2007, the Policy Branch granted with conditions the request of DIRECTV Enterprises, LLC ("DIRECTV") for special temporary
authority, File No. SAT-STA-20070628-00089. Accordingly, DIRECTV IS AUTHORIZED, for a 60-day period commencing on July 16, 2007
to conduct telemetry, tracking and command (TT&C) operations necessary to relocate the SPACEWAY 1 satellite from from the 102.8° W.L.
orbital location to the 102.885º W.L. orbital location and to operate at that location. DIRECTV is also authorized to operate the Ka-band payload
(18.3-18.8/19.7 -20.2 GHz (Downlink) and the 28.35 - 28.60/29.25-30.00 GHz (Uplink) on a non-interference basis. This authorization is granted
in accordance with the terms, conditions, and technical specifications set forth in DIRECTV's application, the attachment to grant, and the
Commission's rules.

That seems like a lot of trouble for a 33 mile trip West. The result will be a 100 mile separation between the two satellites while in the testing phase.

Perhaps they are more concerned about bumping heads when they move DIRECTV 10 into final position.

I'll bet it has to do with potential electronic interference. 33 miles in space is the same distance as it is on the ground. I'm sure they wouldn't do it if they didn't have to. I'm sure it isn't cheap to move a parked bird.
 
The FCC today approved DirecTV's request for an STA to commence testing on D10 on or about August 17th.

DIRECTV 10 is fully constructed and scheduled for launch early next month.
DIRECTV desires to conduct IOT for approximately four weeks before moving the
satellite slightly to its licensed position to begin commercial operations. Specifically,
DIRECTV contemplates the following schedule [with approximate dates indicated in
brackets]:

• After launch and orbit raising maneuvers, DIRECTV 10 will be located at
102.6° W.L. [on or about August 17, 2007].
• After DIRECTV 10 reaches 102.6° W.L., DIRECTV will then commence
IOT of the satellite [from about August 17, 2007 to September 12, 2007].1
• After IOT is completed, DIRECTV 10 will then be drifted to its assigned
location over the course of approximately three days [reaching that orbital
position on or about September 15, 2007]. ...
