I think you just have a lack of understanding the Hopper system. There was TONS of talk about it - before it was available - during it's introduction - and after. OTA module goes on the Hopper, and makes sense. Everything flows from the Hopper to the Joey at least to this point.
In regards to the Ps3 who knows, but don't assume that app will be free.
