If Dish is leasing the Rainbow satellite and buying the 10 Voom channels why not all of them? Can't be a capacity issue because Voom used the same satellite for all their channels. What gives?

Just because there's is capacity, doesn't mean dish wants to use it all for voom. Dish probably has plans for the other transponders when they get ownership of the SAT and TPs

Also new contracts need to be signed with the other HDTV programming
providers. Things are moving fast now with Dish Network and HDTV. :)

they are going to add the rest of the voom channels once they format the channels to what they use. they said by the end of the year they will have all 21.

They have to license them and all. There is legal work and possibly only 10 were completed in time. Or maybe the other 13 were ready to fold....

Capacity is not the issue now but may be the issue later (particularly for HD locals). I think that Dish Network will try to take a different approach in that they will try to launch more national HD channels than HD locals because there will be more demand for national HD channels since it would net the customers more channels in HD vs. saving space for additional HD local markets.

I wonder what the next plans will be once they get all the HD locals and national HD channels up. Probably a higher resolution HD or shows becoming VOD.
