TLC Welcome Pack?

Did TLC just fall off of the Welcome Pack. My MIL brought this to my notice as I haven't watched the channel since the early 00's.

It doesn't show up anymore, didn't know when it didn't. Not showing it is on Welcome on their website.

It looks like Flex Pack would be the cheapest option for TLC inclusion.
