Used receivers balance due ?

What does Dish consider a balance due on? The receiver IRD # itself or the card # or combination of both?

You can call dish at 1 800 333 DISH to check a receiver

The receiver and card cannot be activated even if that card was placed in a different receiver without a balance or that receiver with the balance had a new card without a balance placed in it.

Seems I am having no luck on Ebay .All I am Finding is used receivers that either do not have a zero balance or the card and receiver are not assigned to each other. Think I will follow some earlier advice and pop for a new 311.
