Waivers?

How do you request waivers? I'm not able to get Fox-HD because the OTA signal is to weak. Anyone living in the Seattle area been succesful getting waivers? I get ABC, NBC, CBS but would love to get Fox so I can watch "24" and other shows in HD when they come back on. Any help would be greatly appreciated.
 
i had to contact d's hi-def eligibility group to request mine because the orlando fox station is o&o. i've been waiting since aug. 24. could take up to 45 days.
 
I live in Carson City and can't get Fox Reno.
Now, I have a large roof top antenna and Fox analog barely comes in; it is almost all snow with badly distorted sound.
Their HDTV doesn't come in at all because it is blocked by a mountain.
Direct does offer the local reno Fox station in SD for an extra fee.
Now, I have applied for a waiver for Fox HD. Yesterday, I got my rejection post card. How can I get Fox HD? Do I have a pot to pis$$ in, or am I condemned to never getting FOX HD?
