What are the E3 and E4 satellites

I see these birds on the available channels, but they require extra equipment. Are they accessible from everywhere and it seems that the 500 will pick them up. Anyone know the details?
 
E*3 is parked at 61.5 so a dedicated dish is needed to get it. A dish 300 is good enough and it is hard to see from the west.

E*4 is at 77 and is not in use for the general public at this time. It is just being tested there.
 
Watch out; they're adding another sat at 61.5 (AMC-14, launching on March 14) to replace the aging E*3 sat. E*4 had a problem deploying its solar panels and parks at various locations for testing and as a placeholder.
