What is the first time, DishPVR was offered under FREE DISH

I would like to know, when was the first any DishPVR 5xx was offered under FREE DISH plan to qualified customers ?

I know DishPVR was available for long time to DHP customers only...

Not too long ago. According to their press releases it was Aug 25th of this year.
