anyone know why E* does not carry wqwq upn soon to be the CW and D* does? in southern il MO and KY?

Because it's a low-powered station & does NOT fall under must-carry.
With some exceptions, E* doesn't like carrying LP stations, while D* seems to have no problem with doing it, particulary if it was affiliated with a nework such as UPN, WB, etc. Maybe this will change for your market when the CW lights up - but E* might just give you guys the CW affiliate out of Miami instead.
