My dish is about 400 ft from reciever bell says 100 ft is ideal. Can I use an inline signal amplifier to get it that far and if so do I put it @ the 100 ft or @ the dish?

You're likely going to have to use RG11 cabling. The issue is less about signal strength and a whole lot more about getting power to the LNB assembly. The voltage loss of RG11 is quite a bit less than that of RG6.

I'd start with the RG11 and if that doesn't get it done, you're in for an adventure in amplification and maybe running shore power out to the dish to power things there.
