What does Dish Network's HDTV Future hold?

If you subscribe to a local station package then the CBS HD feed is supposed to be included for free, I don't pay for it.
 
I was told that it had to be a distant network package not your true locals. If this isn't true someone please pass on the info on how not to pay.
