Why weren't the HD feeds changed to not available?

Speaking for the Roanoke, VA market, channel 11 was an SD DISH channel with "Important News - Press Info for More Information!" (or something like that) on the guide 24x7. Basically just said that Media General was threatening to take down WSLS (our channel 10, which is offered in SD & HD) and that they were demanding 4x the old rate.

I assume the other markets were similar, but I'm not sure.
