Charter Cable and Outlook Express question

I get this error every time I send or receive email. Sometimes I will receive my emails anyway and sometimes I wont. Tired of the inconsistencies. Can anyone give me proper setting for Outlook and charter? Charter won't help me since they don't support Outlook.

The connection to the server has failed. Account: 'POP3', Server: 'POP3', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I'm sorry to hear that you're having trouble. Are you receiving that error when accessing at home or remotely?
