Dish aiming question

I'm in Kelowna BC and having some difficulty getting a strong signal on both 82 and 91 satellites.
The 82 signal is only 54% while the 91 satellite is 77%. Would this suggest skew angle problem more so than Altitude/Azmuth misdirection?
Weather has been an issue but it's not too bad right now. I have had 91 signal as high as 95% however 82 has always lagged far below the 91 satellite.

Set the skew first, based on your location, then do not touch it again.

Aim with NO SWITCH"S in the line, using the 91 LNBF.
Peak the Signal.
Add back the 82 LNBF.
Add back the switch.
Run Check Switch (MENU 6,1,3)
