If there was enough satellite capacity or a deal worked with Dish/Directv, perhaps what they should do is allow anyone to receive them FTA through satellite in exchange for receiving the OTA bandwidth. If consumers could receive the locals via satellite more people would be able to receive the stations than OTA. They should at least make it to where you are only required to purchase the locals if there is some sort of cost that needs to be paid, perhaps $2-3 or an annual fee of $25-30.

There should be no cost involved as far as monthly subscription. Local tv is currently free and necessary for public service access. The trade off would be free to air locals on satellite for the terrestrial tv spectrum.

Not a bad idea, only problem I can see is reliability during bad weather.

The only reason why I mentioned a possible cost is in case the networks demanded a certain amount to be paid to them. It would be nice if it was free in exchange for the terrestrial space. Dish could put some FTA channels on their satellites to attract possible new customers that would already have the receivers in their homes at their cost and they may decide to purchase packages in the future since the equipment is already there.
