Don't like crawls now... let's add some audio

Unless something changes in the coming weeks, starting 12/1, if a local broadcaster runs an "emergency" crawl, they'll need to put notification tones on their audio, which is supposed to prompt viewers to turn on their SAP channel. On the SAP channel, broadcasters will have to run an audio description of what the crawl visually says.

From what I hear (no pun intended), this is for all the visually impaired TV viewers so they can get the same emergency information.

How many programs have descriptive audio on their SAP channels?
How many broadcasters are passing that audio?

A solution in search of a problem.
 
According to my local channels you won't have to worry about that when 2016 comes and the FCC auctions off and gives away their airspace. ;) But in all seriousness all the broadcasters could be passing the SAP descriptive audio but the service providers have to pick up and distribute the SAP feed.
