So. Cal
I doubt this is a bug, but more like an unsupported storage device. When attempting to upgrade the firmware on the microHD it would not recognize the 64 MB USB stick that I was using. At first I thought it might not support FAT partitions so I reformatted in FAT32. No change. So I tried a 1 GB stick that was formatted in FAT16. That worked!

I assume that the limitation is in support of smaller USB drive sizes.

Wow, that is small! The micro HD creates two test files and a folder on a connected USB drive. This drive is too small to hold these required files and folder.
