I am moving from Dish to Direct and I have a few questions:
1. Can you record OTA with the Direct HDDVR?
2. Does the HDDVR have PIP?
3. How long should one wait after installation and how hard is it to "move" with Direct tv?

1. Yes
2. No
3. Technically and Legally you should NOT do this. Keep in mind, this is one of the reasons DISH is where they are today, because they could not follow rules (FCC I think it is).
That said, others do it, I don't.

This one actually has a 2-part answer:
  1. The most current receiver, the HR21, does not itself have an OTA tuner.
  2. Assuming you got an HR21, there is an external OTA receiver (AM21) that can be plugged into the HR21 to add an OTA tuner. The cost through D* is $50, but you can try to get one for free - people have had mixed results (I got one for free). Not sure how much luck new customers have had getting them for free.
  3. The older HR20 does have an OTA tuner build in. The odds of getting one are probably pretty slim.

No, not without buying an external device.
No
Wait a month and drop them an email.
