Samsung TXN2668WHF issue

Hi guys, my friend just got a Samsung TXN2668WHF 26'' CRT HDTV. Basically anything he watches in the compontents ends up losing about an inch all the way around the screen. I did a quick search and saw that overscan could be the casue...but I don't want to tell him to muck with those settings until I can confirm.

My Samsung has a feature for aspect to TV or PC. If I leave it on PC I get the black outline as you describe. If I change it to TV, it fills the screen. I'm pretty sure that this is user error.
