Yes. But in their knee-jerk rush, none of the three proposals hits the mark.
Good to see congress fired up over something.
They obviously see value in good will with the voter.

One of the main problems of all these unlocking bills is that they may not be able to get around international copyright treaties. This is why it is not so simple to simply pass a law that says unlocking phones is legal.
