Revisiting this, brittany was clear that the software did not come from satellite so that means that it came from the internet. So, if you don't have internet hooked up to your receiver you would need that USB to download the software. Of course if you don't have internet there is no need for the software because Android is dependent on it.

If there’s no Internet then nothing else is going to happen, Although, now that I think about it, there is a process to trigger an Internet download. Which I completely forgot about but I don’t think it’s something that the general public knows about.
In fact, the entire process is to make sure the hopper is on the newest software, make sure it’s connected to the Internet, make sure bridging is enabled, the hopper is activated along with the Joeys, Install the Hopper plus which will prompt you to move the HDMI cable from the hopper and south to the plus, and then you trigger the Internet download which is actually two separate downloads and when that is done, it will reboot to the android TV screen where you sign into your Google account.
