I switched the lines in to the two tuners, and still the same problem. Anyone else have any ideas what can be wrong

both tuners 1 and 2 have the same signal strength

103c are 1 - 8 86 86 82 84 82 85 80 85 9 - 16 82 83 82 85 83 85 119 are 17 - 24 95 62 92 25 - 32 91 97 97 96 95 97 0 98 99c are 1 - 8 84 88 79 85 84 87 81 86 9 - 16 85 86 82 86 89 88 all the rest of the transponders are N/A

Thanks for the welcome, It is a HD DVR, I believe it is the HR-21, the tech told me that it is the newest model.
