I have done that with computers for 45 years, but don't think about a TV having a computer in it. I unplugged receiver several times. Even at age 71 I can still learn.

I moved a Samsung TV from bedroom and it works fine with the dish receiver.

Yes we tried 2 addition hdmi cables that work with other tv's

Yes I tried the hdmi port that works with the apple TV and dish receiver did not work with it.
