So i found the problem, like I said I reset the hopper several times, unplug the unit plug it back in etc. I do have dish outdoors so I hooked up my walley to the roof antenna and in about 5 minutes i have tv, let it run for a couple of hours, to verify I re hooked up the hopper and 20 minutes...

we had spectrum cable and i cancelled there service to make things cheaper and use a portable dish, my wife HATES dish as i type
