The harmony remotes (I have had the 880/890 and now have the 1000) will work with all tv 1. The harmony remotes cannot learn the UHF commands from the dish remotes. The 890/1000 have the ability to transmit RF signals but cannot learn them to retransmit. Hopefully that helps.

I understand the use of 61.5, that is why I also have that setup. The real question is has anyone had any experience obtaining the 129 signal from this area? Not what dish recommends.

You can use VOIP with E* (at least w/ 622) I have Vonage hooked into my 622 and it works great. The key at least for me was adding *99 to the predial number in the setup menu. The dish installer set it up this way and it works great. No extra 5.00 for me.
