True, but the #1 goal here is to get the dish high enough off the deck so that it's not interfering with everything else.

By the way, I'm not locked into the idea of a 9 ft. pole... but would like to know if the 3x3 steel platform I mentioned above would support a 3-5 foot pole that would place the dish itself above the railing and slightly out of the way of people standing on the deck.

Above you said they were going to install on a pole, then you said WRONG, so I took it that you were not allowed a pole mount. I'm actually permitted to have a pole mount, but they wouldn't install it that way. No holes can be drilled into the building, but non-penetrating mounts, tripods...
