Yes the locals you have on the Hopper are the same ones streamed even if out of Market. I watch my Daughter's Hopper in Florida for NFL games not on local TV here no VPN etc... At one time I had to be recording the local and watch that recording in progress, at some point that became no longer...

I'm going on if Dish still does it like they have in the past, no. When/if you need repair etc get it then there is (or at least has not been) any kind of waiting period. Keep it for the required amount of time then drop it again.
