My local channels are not in HD

My local channels are not in HD
First off, I am posting this for my neighbor as he is not technical and I am the neighborhood techie. I am not a Dish customer, so please keep that in mind too. He just had "The Hopper" installed with "Joeys" and has no Local HD channels. I tried calling dish and go their so called support...- bdw72
