I have the "America's Top 200 with Locals", Dish Network DVR.

What if the NBNF 110 is not functioning? With it removed but with the SW21s still installed with only the NBNF 119 connected to both SW21s when I peform a "Check Switch" I get both satellites 119 & 110.
