When I do a sat reset, 99 fails. When I do a signal strength reading, I get a 33 for tp 3. On 103b, my readings range from 30's to 60's. Do I need to repeak my sat?

My system was installed 2 weeks ago. On my HR20 I am getting readings in the 30's thru 60's for all transponders on 103b. The readings for 119 & 110 are all in the 90's. Would this indicate that I need to get my dish realigned?
