DaveO is right. HD signal tests are not the same as analog signal tests. There is no "loser pays" opportunity for HD signal tests. The customer must pay, win or lose. I don't know if that's the law or just the way that DirecTV does it.

There are some locations that have special rules for HD Distant Network Service. For instance, Palm Spring, CA cannot deliver NYC HD stations because they are on an earlier time zone, and can't allow LA stations because the Significantly Viewed rules prevent it.
