I thought the TPN maps covered Local channel rebroadcasts from the sats. The OTA database is used by the AM21's and new LCC to feed the Guide and allow DVR scheduling of the OTA's. Locals come from the birds and OTA's come from your personal antenna whether a coat hanger or a giant rooftop array...

No integrated Guide, no OTA integration, no DVR off the top of my head.
