    Is ECUF still in use? Maybe if there are some LRFs that are dependent on it (i.e. they have fiber links only going there) and all the 101 markets that use it will soon be gone they will want to at least get rid of any 119 markets that use it as well so they can close ECUF to save a few bucks...

    Without a connection to a working LNB it can't do any sort of autoconfiguration to figure out it is an SL3, or download the NIT from the satellite. It probably uses some old copy from a dark corner of the firmware that hasn't been updated in a decade and that's why you saw 110/119.

    You can use 24v if that's a simpler step up. Many commercial installs (such as mine) use 24v power supplies, and all Directv equipment can handle basically anything from 18v to 30+ so long as the volts * amps make enough watts.
