    20kw does seem low compared to analog, they probably ran 316kw on analog channel 8. But for digital VHF 20Kw is a lot, I don't know of any digital stations that have more than 20kw. There are 3 VHF stations near me and 2 have 16.9kw and one has 17.3kw.

A UHF-VHF diplexer will not work, those type have a disk capacitor inline that will not pass the voltage required to power the LNB.     That would be the stations that are afraid of leaving too many unprepared people without TV, resulting in lower ratings or bad publicity, I suppose. So far in WI 5 out of 30 stations are ending analog on 2/17, and all 5 released statements claiming less than 1% of their market is unprepared.

    Combining 2 Antennas

    If it's possible, move the antenna to place in your attic so it picks up signals through a side wall instead of through the shingles. In my house this works much better, especially this time of year when there is snow on the roof.
