What time of the day are you doing the tests? Is it also bad weather around? Most of the time, my rates are on the same high end (20+/4), but now and then, they slow down some. You might also want to reboot your router. I've found that some times its just the router that is causing the problem.

Does the DCX 3400 box have a FireWire port? If so, the content is suppose to playback through that port. I never tried it, but many people talked about this option when I used to have a DVR box.
