942 - OTA Adding Local Red Signal

I'm trying to add a local that is broadcasting digital; the signal strength is strong (88) but it is red and will not lock. I've moved the antenna but have the same results. Any ideas?

Are you sure the channel is operational? Is it listed at www.antennaweb.org and other sites?
