To work----no. To avoid a $5 monthly fee---Yes. Unless you have a newer receiver and hook it up via the Ethernet port. It will call in that way, eliminating need for a phone line.

The monthly "not connected to phone line fee" only applies to the dual-output receivers, the ones with model numbers ending in 2.
